Retrofitting of Lakshman Dayal Singhal Nagar Palika Reading Room & Library with Smart Infrastructure for Digital Library

Project Background and Introduction:

The Laxman Dayal Singhal Reading Room and Library is situated on the Novelty Chauraha in the ABD area of Bareilly.

Several schools lie near this library, which makes this a strategic location for a new generation, high tech physical as well as digital library to be developed as it will provide the students as well as other citizens a huge collection of resources which might not be traditionally available in their surroundings.

Digital Library Concept

A smart digital library is a newly emerging concept. As opposed to a traditional library with physical books and reading material, digital libraries contain a full electronic catalogue of digital books, magazines and other reading material which can be accessed online. To access the digital content, a person needs to be a member of the library after which they can access the digital content from Nagar Nigam Library. The libraries also have affiliations with reputed national and international educational institutes which make the resources of those institutions available to the library users digitally.

The digital library concept has revolutionized and brought a complete transformation in the traditional idea of a library. The system understands the user’s requirement and provides a wide range of digital reading material, provides interactive discussion zones, smart digital displays etc. with the use of projectors, whiteboards, and computers making the process user-centric.

Benefits

  • 1 Widespread Use: The digital library catalogue can be beneficially leveraged to make the library available online and catalyse adaptation, adoption, translation and distribution of reading resources. This will help promote its widespread availability and extensive use.
  • 2 Need for Digitization: There is an urgent need to digitize and make available reading material, which exist in different languages, media standards and formats.
  • 3 Scarcity of print resources: Given the scarcity of print resources as well as web content in Indian languages, digital library catalogue can be very gainfully employed for digitizing and disseminating existing print resources like books, documents, hand-outs, charts and posters.

Project Need

The public libraries in Bareilly, over the past years, have all but developed a good reputation. The common complaints range from inadequate facilities including access to computers and digital technology to inadequate collection of reading material. The library will be renovated with new traditional library furniture with books and reading tables and shelves and also will have a digital component with computers and accompanied services.

Components of a typical digital library

1 Digital catalogue of resources: A full digital collection of books, reading material and resources from all over the world which can be accessed from Library online by the members. E-Granthalaya is a Digital Platform developed by National Informatics Centre, Ministry of Electronics and Information Technology, Government of India for Government Libraries. Under the platform, NIC provides a complete ICT solution with integrated Library Management Software, Digital Library Module, Cloud hosting environment and a Library Portal (OPAC) with NICSI empanelled Roll-out Services support. E-Granthalaya is useful to transform traditional libraries to e-Library with Digital Library Services which includes, automation of in-house activities of libraries, digital library integration, and to provide various online member services using Single Window Access System. Latest version of E-Granthalaya i.e. Ver.4.0 is a 'Cloud Ready Application' and provides a Web-based solution in enterprise mode with a centralized database for cluster of libraries. The ICT solution is well compliance with International standards prevalent in Libraries with use of latest ICT technology and Cloud hosting. e-Granthalaya 4.0 uses PostgreSQL - an Open-Source DBMS as back-end database solution and is made available in NIC National Cloud (Meghraj) for Government Libraries on request basis with hosting of application and databases for online access.

2 All in One PCs: PCs connected to the digital catalogue and the internet which the members can use to access the information.
